Since the 2nd April 2012 all district councils in Northern Ireland have been responsible for the enforcement of the Animal Welfare (NI) Act 2011 (domestic pets, horses and donkeys).
There have been five Animal Welfare Officers appointed across NI. They are responsible for enforcing the Animal Welfare (NI) Act 2011 and have statutory enforcement powers and therefore can take action ranging from offering advice, issuing improvment notices to taking posession of animals and prosecution of owners.
